If the immigration officer believes he/she should refuse your application. Before making the decisions, usually they will send you a letter to request your explanation. This letter is called procedural fairness letter, and is your last chance to convince your officer. In most cases, the officers give you this chance only to eliminate the possibility for you to argue that the officer did not give you any chance for explanation, when you bring this matter to Immigration and Refugee Board (a specialized tribunal for immigration matters only) or Federal Court. That being said, response to procedural fairness letter is tremendously important.
