Manitoba Entrepreneur has increased its requirements of applicants’ English level from CLB 4 to CLB 5 starting from 2018, and more importantly aligned its work permit policy with other provinces, no longer granting nomination certificate before making the actual investment. Even so it is still the easiest immigration route for younger entrepreneurs with basic English skills with a low start-up costs to set up business.
